The CRC Energy Efficiency Scheme

What is CRC?

The Carbon Reduction Commitment Energy Efficiency Scheme (CRC) is the UK's first mandatory carbon trading scheme. It requires both public and private organisations with half-hourly metered energy to reduce carbon emissions and energy consumption in order to achieve carbon emissions reduction targets set out in the Climate Change Act of 2008. It came into force in April 2010.

The aim of the scheme is to encourage large organisations to improve their energy efficiency. It is the first mandatory CO2 scheme in the world covering both public and private sectors of the economy. Participants will have to monitor and report their energy use and purchase allowances, initially sold by the Government, for each tonne of CO2 they emit.

Furthermore, following the Government's comprehensive spending review in October 2010, revenues raised by the levy on energy consumption will now be used to support the public finances, rather than being redistributed as financial incentives to active participants in the CRC scheme, as originally intended. In future, the scheme will be subject to the Government's Budget process, and the cost to businesses for their energy consumption, and CO2 emissions, is only likely to increase annually; making targeted reduction of energy consumption an even greater priority for the manufacturing sector.

Who is affected?

Any organisation using more than 6,000mwh per year of electricity (the equivalent to an electricity bill of about £500,000) and which operates at least one settled half-hourly meter in any of their premises will probably be affected and may have to participate in the CRC.

It is estimated that around 5,000 organisations in the UK will have to participate in the scheme. However, a further 15,000 organisations may still have obligations under the CRC, even if they don’t have to participate fully.
